FÁS was the predecessor to SOLAS which was restructured by the Government in 2013, resulting in many of the responsibilities of the former being reassigned to different Departments and Public sector bodies within the state. The FÁS Training Centres were transferred to Education & Training Boards, who have taken over responsibility for the management and delivery of training services. Community Employment and Employment Services were transferred to the Department of Social Protection. The newly created SOLAS took over responsibility of driving the development of integrated Further Education and Training services, course development and certification.
These changes to the FÁS organisation were transformational, and naturally the impact on their IT environment was equally challenging, with many highly integrated applications being re-distributed to different bodies, and the remaining IT environments to be transferred from the FÁS headquarters on Baggot Street to the newly formed SOLAS in Castleforbes Street Dublin 1.
The structural, organisational and IT changes all occurred in parallel over a 12 month period, and an open Tender process was established to appoint an IT services provider to provide ICT assistance for the following services:
• Architectural design services
• Project management services
• Virtualisation Services
• Technical implementation services
The contract was awarded to Sabeo Technologies in June 2013
